SECURITY POLICY TEMPLATE

  • Review the security policy template on the California Department of Technology website. For each of the six sections, summarize the content for the organization you have selected for the final project. For additional details, please refer to the Case Study Two Guidelines and Rubric document in the Assignment Guidelines and Rubrics section of the course.  I picked the New York Presbyterian Hospital.

SECURITY POLICY TEMPLATE
A security policy is the essential basis on which an effective and comprehensive security
program can be developed. This critical component is the primary way in which the
agency security plan is translated into specific, measurable, and testable goals and
objectives.
The security policies developed must establish a consistent notion of what is and what is
not permitted with respect to control of access to your information resources. They must
bond with the business, technical, legal, and regulatory environment of your agency.
The following is a recommended outline of the components and characteristics of a
security policy template. A sample Acceptable Use Policy using this outline is attached
for your reference as Appendix A.
Section 1 – Introduction:
A purpose should be stated in the introduction section. This should provide the
reader with a brief description of what this policy will state and why it is needed.
The security stance of your agency should be stated here.
Section 2 – Roles and Responsibilities:
It is important that the policy detail the specific responsibilities of each identifiable
user population, including management, employees and residual parties.
Section 3 – Policy Directives:
This section describes the specifics of the security policy. It should provide
sufficient information to guide the development and implementation of guidelines
and specific security procedures.
Section 4 – Enforcement, Auditing, Reporting:
This section states what is considered a violation and the penalties for noncompliance. The violation of a policy usually implies an adverse action which needs
to be enforced.
Section 5 – References:
This section lists all references mentioned in the policy, including agency standards,
procedures, government code, and State Administrative Manual sections.
Section 6 – Control and Maintenance:
This section states the author and owner of the policy. It also describes the
conditions and process in which the policy will be reviewed. A policy review should
be performed at least on an annual basis to ensure that the policy is current.

New York-Presbyterian is a hospital that offers comprehensive and integrated health care
services. It is dedicated to providing high quality and compassionate care to patients in New
York and the country at large. The purpose of the Hospital is to provide high-quality patientcentered care through promotion of a caring culture, health safety, patient and family education
via evidence-based practice, and professional staff development. The vision of the hospital is to
be one of the leading healthcare organizations offering qualify, safe, and excellent healthcare
services.
The hospital has collaborated with two medical schools, Weill Cornell Medicine and Columbia
University, which has enabled it to consistently grow and be recognized as a one of the leaders in
patient-centered clinical care, medical education and research. The hospital has four major
divisions which include New York-Presbyterian Hospital, New York-Presbyterian Regional
Hospital Network, New York-Presbyterian Physician Services, and New York-Presbyterian
Community and Population Health (Newyork-Presbyterian, 2016).
New York-Presbyterian Hospital is a medical center located in New York City that is dedicated to
offering excellent patient care, community service, and education. It is one of the largest
hospitals in the US providing ambulatory, preventive, and inpatient care in different areas of
medicine. The hospital has about 2,600 beds catering to admitted patients. Currently, the hospital
has over 6400 affiliated physicians and 22,622 employees. The hospital sees over 2 million
annual visits including infant deliveries and emergency visits. The hospital generates an annual 3
NEW YORK-PRESBYTERIAN HOSPITAL total revenue of about $4.8 billion and donates about $100 million to charity care every year
(NewYork-Presbyterian, 2016).
New York-Presbyterian Hospital is ranked as the leading healthcare organization in New York
metropolitan area by the U.S News report. The hospital consists of several campuses which
include Allen Hospital, Weill Cornell Medical Center, Columbia University Medical Center,
Westchester Division, Morgan Stanley Children’s Hospital, and Lower Manhattan Hospital.
New York-Presbyterian Regional Hospital Network consists of several regional hospitals
operating within the New York Metropolitan area which include Queens Hospital, Lawrence
Hospital, Brooklyn Methodist Hospital, and Hudson Valley Hospital. New York-Presbyterian
Physician Services is a program that connects patients to medical professionals based on their
proximity to improve coordination of health care delivery across New York. The program
includes New York-Presbyterian Medical Groups and Weill Cornell Medicine Physicians which
coordinate to improve access to healthcare.
New York-Presbyterian Community and Population Health focuses on ambulatory services and
community health care programs. It involves collaboration between New York-Presbyterian
Hospital and Weill Cornell hospital.
Based on the hospital’s current performance and mode of operation, it has a bright future if it
maintains the current trend. Adoption of technology and recruitment of medical technology will
enable the hospital to continue delivering high-quality care.

Introduction
Any health care organizations face various problems that can affect the quality of health
services offered and reputation. Some of the problems include human errors, malicious human
behavior, and organizational factors. Human medical errors can lead to death or suffering of
patients. Malicious human behavior is a serious problem that can lead to conflicts in the
workplace and litigation. On the other hand, organizational factors can limit delivery of quality
health services. In this article, we explore how these problems can be addressed.
Preventing Human errors
There is a need to create an environment where patient safety is given priority to prevent
human errors in healthcare organizations. A safety of culture implies developing systems that
detect, prevent, and minimize the likelihood of error. Leadership is a fundamental element to
ensuring accountability of every health staff for patient safety. This means safety systems have to
be designed to monitor safety in healthcare organizations. It is also essential for organizations to
adopt comprehensive safety principles such as avoiding reliance on memory, standardizing
equipment, and designing working conditions for safety (Cronenwett, 2007).
It is important for health care organizations to implement medication safety practices
such as automated drug-ordering systems. Patients should be considered a safety check in
healthcare organizations. They need to be informed about the medications they are taking and the
side effects. Additionally, they should be encouraged to notify doctors of side effects or
medication discrepancies. 3
HEALTH SECURITY Malicious Human Behavior
Malicious behavior among medical staff is a major problem that can cause havoc in
healthcare organizations. Often, malicious employees have dysfunctional behavior patterns that
influence their actions. It is critical for healthcare organizations to establish systems to detect
these behavior patterns. Early detection can assist in making appropriate interventions. This is
necessary to maintain patient safety and a conducive work environment. A team approach may
be appropriate to resolve the issue by focusing on the behavior instead of the person.
To prevent malicious behavior among staff, a professional code of conduct should be
implemented not only in a healthcare organization but also as part of medical practice policies
(Murray, 2010). Rules make it easy to maintain discipline in the workplace. A disciplinary
structure should be developed to ensure that the staff understands the repercussions of violating
organizational policies.
Organizational Factors
Various organization factors such as working conditions and leadership influence the
satisfaction and well-being of employees and ultimately the quality of care provided and patient
safety. It is essential for management in healthcare organizations to provide adequate resources
including financial resources to create a robust environment where the staff can operate
optimally to improve healthcare quality and maintain performance. Effective management is a
core element that can assist in improving quality, maintaining professionalism, and customer
satisfaction (Swayne, 2012). Providing organizational support and fostering a positive culture
can cultivate quality among healthcare team. Additionally, promoting cooperation and teamwork 4
HEALTH SECURITY among the health staff is essential to improve the quality of health services and maintain patients’
satisfaction.
Conclusion
As discussed, healthcare organizations can implement various strategies to address
problems affecting operations and healthcare improvement. Organizational management has to
create a conducive work environment, foster a safety culture, encourage cooperation and
coordination, and establish a professional code of conduct to improve patient safety and address
quality issues. Additionally, management should focus on progressively implementing health
quality improvement programs that maintain employee’s satisfaction and well-being as well as
patient safety and satisfaction. 5
