One legislator at the federal level who is also a nurse is Lois Capps, a California Democratic representative to the House of Representatives from 1998 to 2016. She had been a nurse for the Santa Barbara School District where she directed the Santa Barbara County’s Teenage Preganancy and Parenting Project and the Parent and Child Enrichment Center (American Nurses Association [ANA], 2016). After being elected to Congress, Capps was the founder and co-chair of the House Nursing Caucus, and the co-chair of the Congressional Heart and Stroke Coalition, the House Cancer Caucus, and the Congressional School Health and Safety Caucus, among others (ANA, 2016). Capps sponsored many health related bills while in Congress, including the HIV Organ Policy Equity Act (which established safeguards for researching and transplanting organs infected with HIV), the National Pediatric Research Network Act (which provided for a research network for rare pediatric diseases and conditions), the Early Hearing Detection and Intervention Act (which mandated hearing screening for children in public schools), the STOP Pain Act (which provided for research into and treatments for pain), and the Hallways to Health Act (which expanded Social Security to improve access to healthcare for children through school health centers) (GovTrack, n.d.). Capps drew on her experience as a nurse and advocated for many public health legislation that would improve access to healthcare and expand research into necessary territories. By directing government funds towards research and healthcare access, Capps helped to improve healthcare delivery for her constituents.
