Rep. Donna Howard, D-48th District, is a former RN who has served in the Texas House of Representatives for six years. She stated nursing is invaluable to her legislative career and it has been helpful, particularly in learning to work with a multidisciplinary team and see the bigger picture which was a preparation for the way that she approached issues.

As an advocate for improving health care delivery, she tried to get rid of bureaucratic procedures and open up more opportunities in nursing. She was the prime sponsor of HB 1209 in 2009, which removed the boards rulemaking authority, provided standards for approval of nursing programs and specifies programs are deemed approved if the board does not act within prescribed timeframes. In the three years since the bill passed, the board of nursing approved 111 nursing education programs, increasing the number of available spots for students by 47% and the number of students graduating from Florida nursing schools by 14%, according to the Florida Legislatures Office of Program Policy Analysis and Government Accountability’s report 12-4. She is committed to nursing workforce issues and co-authored “Texas Nursing: Our Future Depends on It — A Strategic Plan for the State of Texas to Meet Nursing Workforce Needs of 2013.” “

With her input, they built a coalition of stakeholders to look at workforce issues and they were able to increase funding significantly to increase opportunities to get nurses into the pipeline and graduate nurses, not only at the entry level but at the master’s level, to help address the nursing faculty shortage. Together with funding, she helped pass legislation to provide greater protections to nurses who report unsafe patient care. Her work is in line with Future of nursing recommendations in increasing the capacity of nursing schools, and redesigning nursing education to assure that it can produce an adequate number of well-prepared nurses able to meet current and future health care demands and also solve the problem of nursing shortage.
