Thesis:  Cell phone use should be illegal for all drivers because texting will take your eyes off the road, using your cell phone as a handheld will divert your focus, and hands free can be distracting.

Topic Sentence 1:  Because texting and driving will take your eyes off the road and pose a threat to all other drivers on the road, it should be banned.

Topic Sentence 2:  Using your cell phone as a handheld will divert your focus, since your taking one hand off your steering wheel and lose hearing in one ear to the person on the other line, that alone would be a reason to have it made illegal in all states.

Topic Sentence 3:  Hands free can be quite distracting for the user and to some it may not be a distraction, but the volume of the device should be restricted so that you are aware of your surroundings.
