The first company, if you will, to create and use the WBS system is the United States Department
of Defense. This concept was a part of the "Polaris mobile submarine-launched ballistic missile
project" (Haughey, 2014). The project completion worked good with the WBS, so the DOD
published it and mandated the use of WBS in future projects of this scope and size. "WBS is an
exhaustive, hierarchical tree structure of deliverables and tasks that need to be performed to
complete a project" (Haughey, 2014). The reason for developing it was to be able to reduce
complicated activities to a collection of tasks that can then be measured with clearly defined
limits.

The Work Breakdown Structure (WBS) is a key project management tool that minimizes very
large sets of assignments, to a more manageable documentation (Brown & Hyer, 2010). For
example, it can be utilized for a project with a variety of participants with differing and
overlapping responsibilities in the form of diagram. WBS consists of a variety of deliverables
that align with the concepts from a project charter. It was first presented in the late 1950s by the
United States Department of Defense with the structure of their Program Evaluation and Review
Technique (PERT) (Feming & Koppelman, 1994). By 1957, the United States Navy had
implemented the design of WBS with PERT to further assist with their Polaris missile program.
As the “first submarine-launched ballistic missile” in the world, it was necessary to have a
sophisticated and well organize management tool (2005 Marks 50 Years). In more detail, WBS
was not used at the time, but was revised numerous of times to provide project deliverables,
SCOPE project start and end times (Wan-yin Du, 2014). Along with the techniques of providing
the budget for the SCOPE of a project and naming individuals related to the SCOPE (Wan-yin
Du, 2014). References
