Hello, I need help with writing an HR Consultant Proposal to Birch Communications. The following issues must be addressed. I just need someone to help me to make an outline, to help me get started. This is my first Proposal, and I am a little unsteady in exactly how to begin. So if I have an outline, I think I can take it from there.
