overpayment on child

my family received a letter about $24,000 overpayment on child credits and they're demanding us to pay in a certain amount of time in a lump sum or else we could be imprisoned or other consequences would occur. we weren't aware of this and just knew about it the overpayment when we got the letter. how can we deal with this?
