formatting to NTFS

I was running out of hard disk space a few months ago. I decided to add another hard disk

to my system. The disk I purchased is advertised as 500GB:

I installed it into my system. After formatting to NTFS, Windows Explorer only shows

465GB of Total Size. What is wrong? Is it a typo on the

manufacturer's description? Have I been ripped o
