dimensional array

I could use help with a program.....I need to find the average of every cell in a two dimensional array based on the value of row one and column one. It needs to find the average of every intersecting row and column that carries the same value in row one and column one( eg. average if row one is 2 and column one is 6). Row one and column one needs to be read in from a excel or .csv file. Also the cells that are being averaged need to accept different numbers as imput and output needs to be in the form of a two dimensional array.
