affiliate networks

I have seen some cookies or some type of tracking things that most of the affiliate networks are using, I want to know what is it and how they actually work .

I have noticed that they put something in user's pc to track pc systems(which can't be clear with ccleaner or anyother browser cookies clear option also not work)I have tried to clear flash cookies also which also not. only the formatting pc is working, when I format the pc and use the diffrent ip to visit the site then that ip stored as 1 unique visitor, after that i change my ip,clear everything with ccleaner and visit that site , then its showing the same pc visited 2nd time,I have tried to use the RDP(remote desktop client)but then it again showing the same pc system visited the link 2nd time, i thought it may be DNS tracking system, so i changed my ipv4 dns address and also use vpn with it at the same time, but still it detects the same pc visited the link again, So i want to know how are they tracking ?, so that i can also implement this type of system in my advertising affiliate network also in future.
