ethical to develop software

Was it ethical to develop software in the 1970s using only two digits to repre- sent the year (such as using 76 to represent the year 1976), ignoring the fact that the software would be flawed as the turn of the century approached? Is it ethical today to use only three digits to represent the year (such as 982 for 1982 and 015 for 2015)? What about using only four digits?
