advantage of VM

Q. One clear advantage of VM is that the programmer need not worry about how and where the code and data for their programs will be stored in the computer system. This abstraction indeed makes the programmers’ life is easy but on the other hand they have no control or flexibility to move data around in the memory system since they have no access to the real memory. Why is it important for only the OS to have the power to manage and control memory and hide it from the end user?
