The instructions for Assignment 1 state that
"Students will follow the logic model construction guidelines to develop a Logic Model for a program of their choice and provide a detailed discussion describing the components of the Logic Model. This paper must also include a description of how the following Stages 1-5 were followed in preparing the Logic Model."

Your paper should not about what you would hypothetically do to develop a logic model. For this paper, you are to actually gather information and develop a real logic model based on the information you have.
For Step 1, gather the information you already have about the program and/or information from conversations you can arrange to have with program staff who are easily accessible to you. You wrote a description of the program for Program Evaluation I (I've attached this assignment for you to use). This indicated to me that you are familiar with the program and know about its purpose, activities, resources, and goals.
For Step 2, discuss your understanding of the issue, problem, and challenge that the program is designed to address. Again, I want to point out that you wrote a description of the program for Program Evaluation I. For Step 3, write up your understanding of the different elements of the program -- its resources, activities, and short/intermediate/long-term goals/objectives.
