Can delinquent behavior be deterred by the threat of punishment?

Discussion: 

Do you believe delinquent behavior can be deterred by the threat of punishment? If not, how could it be controlled? If yes, explain your rationale.

 

My Response: 

No delinquent behavior cannot be deterred by the threat of punishment. Punishment interferes with the development of internal controls by teaching children that it is someone else's responsibility to control them and decide what behavior is "bad" and what the consequences will be. Children may then conclude that it is OK to misbehave if they can avoid getting caught or if they are willing to accept the consequences. Therefore It is better to discipline and teach against delinquent behavior through offering advice and acting as a guardian than punishing. Getting to the bottom of the psychological reasons as to why the teenager if acting up and treating the subject is more efficient.
