would not adhere with the regulations of the W H SEO.

This white hat SEO is not fair for other websites that would not adhere with the regulations of the W H SEO. Some of the website owners are small businesses that may not be able to afford an SEO expert to modify their business website and follow the white hat SEO regulations to get a better hit on the net. Or maybe the business just want to do their own version of the SEO. This is not fair for them. This is almost like GOOGLE monopolizing the internet with regards to the SEO of the websites since they could ban the website from Google search engine if the web owner will not adhere to the W H SEO.
