Why should separation of duties apply, even for a very small system? What threats is separation of duties a control against? What vulnerabilities does separation of duties address? Even if these threats are not likely, why is separation of duties still a good idea?

 

NB: In the business world this control is often called segregation of duties rather than separation of duties.
