java program that prompts the user to key in their nationality

my question is on java programming

write a java program that prompts the user to key in their nationality and year of birth. If they are not Kenyan they are referred to immigration department for clearance. If they are Kenyan they are asked to enter the current year , then their age is computed. if they are less than eighteen, they are informed they can't apply for an ID and they are informed how long to wait. If they are 18 and above they are asked to apply for an ID.
