making a Visual Basic program that reads a plate

I just started learning Visual Basic. I need help making a Visual Basic program that reads a plate as "A-YYYY-#######" and verifies that the corresponding plate is "E-YYYY-#######". This needs to be done by having a scanner scan the barcodes then save a CSV file some where to which at the end it will verify that the A and E files match based on the CSV files created. This has to be done for multiple plates. I also want to know what each part of the code does so I can understand the reasoning for the code itself.
