United States Senate

On February 12, 1999 the United States Senate voted on whether to remove President Clinton from office. The results on the charge of perjury are given in the following

 

(a) Assume that someone decided (naively) to do a chi-square test on these data to test whether party affiliation and decision are independent. From a purely statistical standpoint, would it make any sense to perform such a test since the U.S. Senate was not sampled, and indeed this is the vote tabulation for all senators? Critique the following statement: “There is no point in performing a chi-square test for these data since we would be testing the hypothesis that Democrats and Republicans vote the same and I can see from inspection of the table that this is not true.”

(b) Assume that the following counter argument is made. “No, thisis a sample from a population since this is not the first time that the Senate has voted on whether or not to remove a president, and it probably won’t be the last time. Therefore, we can indeed view these data as having come from a population—for the past, present, and future.” Do you agree with this position?
