The U.S. government passed a law in 1942 that prohibited garment-makers from employing independent contractors working out of their homes. The reason was that those working at home made less money, and policymakers believed they were being exploited. Comment on the assertion that the difference in pay between factory workers and home workers doing the same tasks constitutes a measure of exploitation.
