I'd like to offer a scenario related to technology budgets, since with my full time position as a Product Manager, we are in the process of finalizing our budgets for 2017. Yes it's late, but that's how it goes in my world. Consider a Global Organization that has a list of regulatory requirements to meet via their technology platforms within a set amount of time. Obviously, this would be a high priority, since failure to adhere to regulatory requirements leads to large fines in various countries.

2. The auditing of a budget, is more the auditing of the budget process as opposed to a specific budget yourself. However, you'll use the data extrapolated from your budgets to compile variances for your to analyze. While you're administering a budget, you're examining its performance. After you've done a few budgets, comes the time where you want to do some quality analysis on the budgeting process.
