During emergencies, affected citizens rely strongly on the ability of governments and aid groups to continue their public services. Despite this dependence, there is limited research available to determine the number of localities that actually have COOPs.Â
For this assignment, consider a location you are familiar with. Do they possess a COOP? If not, what elements would you recommend considering in the creation of a COOP for this locality?
