purpose of a tax code

The government has no money except for that raised from the citizens through taxes or fees. If the general purpose of a tax code is to raise revenue, why are there different exemptions from income, deferrals of income, deductions, different categories of taxes, different taxation of entities from that of individuals, and different taxation for different entities?
