Project Proposal

My project will discuss the use of alternative work scheduled for law enforcement officers. Law enforcement work is somewhat unique in that many departments have work scheduled 24 hours a day and have minimum staffing requirements. Many law enforcement agencies have placed their officers on a 40-hour workweek in which officers will work 5 consecutive 8-hour shifts, followed by 2 RDO’s or days off. Recently an increasing number of law enforcement agencies have experimented and moved to an alternative work schedule or some other type of a compressed workweek.

Some officers are able to work four 10’s weekly or three 12’s (this may include an adjustment to get to the 80 hours required in a pay period). While this trend has been increasing throughout the years not many scientific studies examining the pros and cons of these types of schedules for officers have been completed.

This will be a little different than the normal project in that I will focus on law enforcement agencies and their unique staffing problems that they have. the odd hours and scheduled do not appeal to many people. The majority of people who take these jobs do so because of their desire to do law enforcement specific work and the physical scheduled worked is an afterthought. But once you have a staff you must arrange the staff as best as possible. This is when strategic staffing sets in. Law enforcement staffing is more than just numbers, there are other things to take into account, like liberal use of last minute sick leave to take a day off.

In this paper I will look at the pros and cons of this growing trend of alternative or compressed scheduling for law enforcement. I will look at any laws and recent court cases that are relevant to the issue. I will discuss studies that have been done on the subject and give my judgments on the effectiveness of the practice.
